She has a warm and professional presence that is not easy to forget. Since that time, our paths have crossed frequently. I\u2019ve seen her speak at several events and I have become a fan.\u00a0<\/em><\/p>\n<p><em><a href=\"https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2021\/04\/lp-eng.png\"><img decoding=\"async\" class=\"alignright wp-image-12230\" src=\"https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2021\/04\/lp-eng-1024x252.png\" alt=\"\" width=\"502\" height=\"124\" srcset=\"https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2021\/04\/lp-eng-1024x252.png 1024w, https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2021\/04\/lp-eng-300x74.png 300w, https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2021\/04\/lp-eng-768x189.png 768w, https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2021\/04\/lp-eng-500x123.png 500w, https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2021\/04\/lp-eng.png 1140w\" sizes=\"(max-width: 502px) 100vw, 502px\" \/><\/a><\/em><\/p>\n<p><em>Most recently, she spoke at\u00a0<\/em><a href=\"https:\/\/www.csps-efpc.gc.ca\/events\/anti-racism\/systemic-racism-eng.aspx\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Anti-Racism Event Series: Systemic Racism and the Public Service \u2013 Moving the Dial Forward<\/em><\/a><em>. Her remarks resonated with many of the 7000+ registered attendees. I invited her to share a summary of her remarks with my readers.<\/em><\/p>\n<p><strong>Change happens when the existing way of doing things no longer works or makes sense.<\/strong><\/p>\n<p>From the way that COVID-19 and racially charged violence are disproportionally affecting Indigenous Peoples, and racialized communities including Black, Asian and Muslims \u2014 it is apparent that the current system is creating harm, moral injury and not serving our society or our federal public service.<\/p>\n<p>The highest levels of our government and public service see this. There is clear recognition that systemic racism is real. It was made clear in the Prime Minister\u2019s supplementary mandate letters to Ministers (January 15, 2021), and it was reinforced in the\u00a0<a href=\"https:\/\/www.canada.ca\/en\/privy-council\/corporate\/clerk\/call-to-action-anti-racism-equity-inclusion-federal-public-service.html\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Clerk of the Privy Council\u2019s Call to Action to Deputy Ministers<\/em><\/a> (January 22, 2021).<\/p>\n<p>We are at a critical, pivotal point at which we can either decide to face visible inequities through the usual emotional responses of shock and horror and short-term performative allyship, eventually waning into fatigue, inaction and apathy; <strong>or <\/strong>we can decide to\u00a0<strong>break the cycle.<\/strong>\u00a0We have the choice now to do the hard work and heavy lifting required to build a new system that is safer, equitable, inclusive and allows everyone\u2019s dignity to remain intact.<\/p>\n<p>How this moment will end will depend on the choices\u00a0we make\u00a0as individuals and as a public service.<\/p>\n<p>&nbsp;<\/p>\n<p><a href=\"https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2021\/04\/shutterstock_588662249.jpg\"><img decoding=\"async\" class=\"wp-image-12238 alignright\" src=\"https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2021\/04\/shutterstock_588662249-300x200.jpg\" alt=\"\" width=\"350\" height=\"233\" srcset=\"https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2021\/04\/shutterstock_588662249-300x200.jpg 300w, https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2021\/04\/shutterstock_588662249.jpg 500w\" sizes=\"(max-width: 350px) 100vw, 350px\" \/><\/a><\/p>\n<p><strong>What does the Federal public service need to change to be more effective in eliminating systemic racism?<\/strong><\/p>\n<p>On a broad level, public service leadership needs to support the Clerk\u2019s\u00a0<em>Call to Action<\/em>\u00a0on addressing racism within departments and agencies. The public service needs to be bold in tackling the problem of racism at three levels \u2014 individual, institutional and at the level of organizational culture.<\/p>\n<p>&nbsp;<\/p>\n<p><strong><u>Changing at the Individual Level<\/u><\/strong><\/p>\n<ol>\n<li><strong> Acknowledge the system is inequitable: <\/strong>Recognize that we as individuals operate in a system that centres, prioritizes, and privileges the needs, desires and motives of the dominant group. This leads to inequities and an imbalance of power affecting Indigenous, racialized, and other marginalized equity-seeking communities.<\/li>\n<li><strong> Develop an anti-racist mindset: <\/strong>Develop a commitment to fight racism wherever we find it, including in ourselves. We all have implicit and explicit biases that shape how we see and respond to others. These biases can creep into our policy, analyses, and decision-making, contributing to the inequities embedded within the system.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p><strong><u>Changing at the Institutional Level<\/u><\/strong><\/p>\n<ol>\n<li><strong> Establish Anti-Racism Secretariats<\/strong><strong>:<\/strong> Equip Government\u2019s anti-Racism Secretariats with a clear mandate to affect change could help identify and dismantle systemic barriers.<\/li>\n<li><strong>Use available tools and flexibilities: <\/strong>Use all available tools and flexibility to support the government\u2019s stated priority to increase representation across the federal public service. Focused inventories, unadvertised appointments, or targeted hiring processes are some examples.<\/li>\n<\/ol>\n<p><strong><a href=\"https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2021\/04\/Depositphotos_170532058_s-2019.jpg\"><img decoding=\"async\" class=\" wp-image-12232 alignright\" src=\"https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2021\/04\/Depositphotos_170532058_s-2019.jpg\" alt=\"\" width=\"390\" height=\"591\" srcset=\"https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2021\/04\/Depositphotos_170532058_s-2019.jpg 660w, https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2021\/04\/Depositphotos_170532058_s-2019-198x300.jpg 198w, https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2021\/04\/Depositphotos_170532058_s-2019-330x500.jpg 330w\" sizes=\"(max-width: 390px) 100vw, 390px\" \/><\/a><\/strong><\/p>\n<ol start=\"3\">\n<li><strong> Elevate and integrate marginalized voices<\/strong>: Include equity-seeking employee groups at the policy and decision-making tables. These are the voices that are driving the change required.<\/li>\n<li><strong> Review policies from an anti-racism perspective:<\/strong> Pay particular attention to the points in policy where there is room for discretion and flexibilities. This is where implicit bias creeps in and diminishes outcomes for Indigenous, Black and racialized people.<\/li>\n<li><strong> Create psychological safety <\/strong><strong>in the workplace: <\/strong>Create an environment in which employees feel empowered and safe to speak up when they experience or witness barriers to equity and inclusion.<\/li>\n<\/ol>\n<p><strong><u>Changing at an Organizational Culture Level<\/u><\/strong><\/p>\n<ol>\n<li><strong> Create a culture of belonging<\/strong>: Ensure the organization genuinely values and respects the dignity of all people. This should be apparent through action and not just stated through value statements.<\/li>\n<li><strong> Cultivate and recognize character-based leadership traits and intercultural competencies: <\/strong>In recruitment, assessment, and selection processes focus on core metrics such as character-based or servant leadership traits and intercultural competencies.<\/li>\n<li><strong> Adopt a culture of co-creation and design: <\/strong>Consultation with equity-seeking networks and advisory groups so often happens as an afterthought, at the\u00a0<em>end <\/em>of policy development. Design inclusive and integrated teams upfront.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p><a href=\"https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2021\/04\/Depositphotos_9057044_s-2019.jpg\"><img decoding=\"async\" class=\"alignleft wp-image-12235 size-medium\" src=\"https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2021\/04\/Depositphotos_9057044_s-2019-300x252.jpg\" alt=\"\" width=\"300\" height=\"252\" srcset=\"https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2021\/04\/Depositphotos_9057044_s-2019-300x252.jpg 300w, https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2021\/04\/Depositphotos_9057044_s-2019-768x646.jpg 768w, https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2021\/04\/Depositphotos_9057044_s-2019-500x421.jpg 500w, https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2021\/04\/Depositphotos_9057044_s-2019.jpg 1000w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>&nbsp;<\/p>\n<p>There are clear and concrete steps the federal public service can take to move the dial forward.<\/p>\n<p>Allyship is learning how to effectively deal with the issues at hand, but equally as important, it is about unlearning harmful norms.<\/p>\n<p>Indigenous and racialized public servants need allies to support the dismantling of systemic racism; allies that will remain true to the effort, especially at the moment when resistance starts to emerge. It requires speaking up.
