{"id":9389,"date":"2019-02-23T08:58:51","date_gmt":"2019-02-23T13:58:51","guid":{"rendered":"https:\/\/ioadvisory.com\/?p=9389"},"modified":"2023-07-03T10:56:40","modified_gmt":"2023-07-03T14:56:40","slug":"insider-threats-hiding-in-plain-sight","status":"publish","type":"post","link":"https:\/\/ioadvisory.com\/blog\/insider-threats-hiding-in-plain-sight\/","title":{"rendered":"Insider threats \u2013 Hiding in Plain Sight"},"content":{"rendered":"<p>For a few years, I have quietly been watching incidents where insider threats have been the primary cause of <a href=\"https:\/\/www.cbc.ca\/news\/business\/equifax-caa-customers-data-privacy-1.4291140\" target=\"_blank\" rel=\"noopener noreferrer\">severe<\/a> and often expensive problems that have affected over 100 million people. To make sure we\u2019re on the same page,<\/p>\n<p style=\"text-align: center;\"><em>\u201cInsider threats can be defined as risks posed by rogue employees who deliberately cause harm, or by those who may be negligent in the workplace.\u201d<\/em><\/p>\n<p>For a while, I&#8217;ve argued that psychology and human resources (HR) have been underutilized as tools to protect valuable information and intellectual property. Some of my previous thinking and work is captured in magazine articles that I wrote in 2016 (Is Cyber Security Alone Ever Enough; no longer online via Frontline Security) and 2017 (Corporate Security Hinges on its People; no longer online via Frontline Secutity)\u00a0and also addressed in a couple of <a href=\"https:\/\/ioadvisory.com\/blog\/insider-threats-common-digital-analog\/\" target=\"_blank\" rel=\"noopener noreferrer\">blog posts<\/a> on my website. Lately, these insider threat stories seem to be growing more common and more consequential.<\/p>\n<h2><\/h2>\n<h2><span style=\"font-size: 12pt;\"><strong>Insider Threats &#8211; National Safety and Security<\/strong><\/span><\/h2>\n<p><a href=\"https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2019\/02\/fox-news-flynn-flips-december-1-2017-BEST.jpg\"><img decoding=\"async\" class=\"wp-image-9394 alignright\" src=\"https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2019\/02\/fox-news-flynn-flips-december-1-2017-BEST.jpg\" alt=\"Michael Flynn was an insider threat\" width=\"559\" height=\"428\" srcset=\"https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2019\/02\/fox-news-flynn-flips-december-1-2017-BEST.jpg 750w, https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2019\/02\/fox-news-flynn-flips-december-1-2017-BEST-300x230.jpg 300w\" sizes=\"(max-width: 559px) 100vw, 559px\" \/><\/a>If you\u2019ve been following any of the news stories related to Special Counsel Robert Mueller\u2019s ongoing Russia investigation, then you may have heard of Michael Flynn. In summary, Flynn served as President Trump\u2019s National Security Advisor\u00a0for less than one month. He resigned after information became public that he had lied to the\u00a0FBI\u00a0and Vice President\u00a0Mike Pence\u00a0about his communications with\u00a0a Russian Ambassador\u00a0to the U.S.\u00a0\u00a0The salient issue was that Flynn may have been compromised by Russian intelligence agents. In other words, Flynn was apparently under the control of Russian spies. As someone advising the President on issues of national security, it is extremely dangerous for him to be making recommendations that may serve the interests of Russia instead of the US.<\/p>\n<p>On December 1, 2017, Flynn appeared in federal court to formalize a deal with Special Counsel\u00a0Robert Mueller\u00a0to plead guilty to &#8220;willfully and knowingly&#8221;\u00a0making &#8220;false, fictitious and fraudulent statements&#8221;\u00a0to the FBI.\u00a0Flynn is now cooperating with Mueller\u2019s Russia investigation. This means he is providing information about the Trump Campaign and possibly individuals associated with President Trump who may have unpatriotic ties to a foreign country (or countries).<\/p>\n<h2><strong><span style=\"font-size: 12pt;\">Why does this matter?<\/span><\/strong><\/h2>\n<ul>\n<li>The National Security Advisor to the President of the United States should be providing advice that prioritizes American interests, not the interests of a known adversary.<\/li>\n<li>When someone in Michael Flynn\u2019s position of power and influence is motivated to prioritize an adversary\u2019s interests over the US\u2019 interests, it puts the US, its citizens, and potentially its allies at risk.<\/li>\n<li>Historically, Americans have been concerned about outsiders spying, eavesdropping, or hacking etc. to gain access to American information and undermine its security and autonomy. This means they needed to protect themselves from \u2018external threats.\u2019<\/li>\n<li>In the Flynn situation, the Russian government did not need to hack or break into anything. Instead, they had someone on the inside who could undermine US national security and work against American interests. This is an extreme form of insider threat and Michael Flynn\u2019s guilty plea confirms it.<\/li>\n<li>This is also an example of what happens when appropriate vetting is not completed as part of the hiring process <em>before<\/em> appointing someone to a position where they will have access to sensitive information.<\/li>\n<li>Equally important, no IT or cybersecurity hardware or software could thwart this particular threat. This problem is more closely linked to HR policies and human psychology.<\/li>\n<\/ul>\n<h2><\/h2>\n<h2><span style=\"font-size: 12pt;\"><strong>Insider Threats &#8211; Telecommunications and Competitive Advantages<\/strong><\/span><\/h2>\n<div id=\"attachment_9395\" style=\"width: 556px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2019\/02\/Huawei-CBS-60-Minutes-Steve-Kroft-2012.jpg\"><img decoding=\"async\" aria-describedby=\"caption-attachment-9395\" class=\" wp-image-9395\" src=\"https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2019\/02\/Huawei-CBS-60-Minutes-Steve-Kroft-2012.jpg\" alt=\"Huawei's corporate espionage is an insider threat\" width=\"546\" height=\"287\" srcset=\"https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2019\/02\/Huawei-CBS-60-Minutes-Steve-Kroft-2012.jpg 1200w, https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2019\/02\/Huawei-CBS-60-Minutes-Steve-Kroft-2012-300x158.jpg 300w, https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2019\/02\/Huawei-CBS-60-Minutes-Steve-Kroft-2012-768x403.jpg 768w, https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2019\/02\/Huawei-CBS-60-Minutes-Steve-Kroft-2012-1024x538.jpg 1024w, https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2019\/02\/Huawei-CBS-60-Minutes-Steve-Kroft-2012-1080x567.jpg 1080w\" sizes=\"(max-width: 546px) 100vw, 546px\" \/><\/a><p id=\"caption-attachment-9395\" class=\"wp-caption-text\">In 2012, Steve Kroft reported on Huawei &#8216;s corporate espionage for 60 Minutes, CBS<\/p><\/div>\n<p>Closer to home, you may have heard some troubling (and confusing) stories about the telecom company <a href=\"https:\/\/www.cbc.ca\/news\/world\/huawei-meng-timeline-1.4989139\" target=\"_blank\" rel=\"noopener noreferrer\">Huawei and one of their executives<\/a> who experienced serious legal problems while in Canada. Huawei makes smartphones and equipment that is used in wireless networks, including the emerging super-fast\u00a05G networks that are now being built. Huawei has been banned by the US, Australia, and New Zealand, over suspicions that it could insert \u201cback doors\u201d into its equipment that would be used for spying or causing problems on telecommunications (that is, voice and data) networks.<\/p>\n<p>Another big part of the story is about industrial espionage or corporate spying. In January 2019, <a href=\"https:\/\/www.washingtonpost.com\/opinions\/global-opinions\/the-huawei-indictment-tells-a-story-of-deceit-and-corporate-espionage\/2019\/01\/29\/c2035abe-23f4-11e9-90cd-dedb0c92dc17_story.html?utm_term=.f3dd460d9097\" target=\"_blank\" rel=\"noopener noreferrer\">The Washington Post<\/a> reported that a former Huawei employee filed a legal claim alleging that he was directed by Huawei to steal rivals\u2019 valuable trade secrets or intellectual property. Specifically, while spending time on-site at a rival company, \u201cthe engineer slipped a robot arm into his bag and walked out of the laboratory. Overnight, he photographed the device and took critical measurements before returning it the next day, apologizing that it was taken by &#8216;mistake.&#8217; According to the charges filed, Huawei had created a bonus program for workers who stole information from its competitors.\u201d<\/p>\n<p>Once again, no cybersecurity software or equipment would have prevented this <em>analogue<\/em> theft. It\u2019s an excellent example of how policies and human behaviour (i.e., psychology) can be the weakest link even when IT security hardware and software measures are in place.<\/p>\n<p>Although the specifics of this incident relate to telecommunications, the same arguments apply in many other industries where data or intellectual property are the sources of a company\u2019s value (e.g., financial services, pharmaceuticals, IT companies, biotechnology companies, etc.).<\/p>\n<h2><span style=\"font-size: 12pt;\"><strong>Insider Threats \u2013 Physical Security Breached in Chicago Shooting <\/strong><\/span><\/h2>\n<p>On February 15, 2019, five people were killed and six police officers injured after\u00a0a <a href=\"https:\/\/www.usatoday.com\/story\/news\/nation\/2019\/02\/15\/active-shooter-aurora-illinois-says-police-respond-active-shooter\/2883754002\/\" target=\"_blank\" rel=\"noopener noreferrer\">recently fired employee\u00a0<\/a>shot bullets into the\u00a0massive warehouse where he worked in a suburb southwest of Chicago, IL. Apparently, the 45-year-old gunman had been fired from his job just before the shooting rampage began.<\/p>\n<div id=\"attachment_9397\" style=\"width: 519px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2019\/02\/PressTV.com-Feb.-15-2019.jpg\"><img decoding=\"async\" aria-describedby=\"caption-attachment-9397\" class=\" wp-image-9397\" src=\"https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2019\/02\/PressTV.com-Feb.-15-2019.jpg\" alt=\"Fired employee becomes an insider threat\" width=\"509\" height=\"286\" srcset=\"https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2019\/02\/PressTV.com-Feb.-15-2019.jpg 650w, https:\/\/ioadvisory.com\/blog\/wp-content\/uploads\/2019\/02\/PressTV.com-Feb.-15-2019-300x168.jpg 300w\" sizes=\"(max-width: 509px) 100vw, 509px\" \/><\/a><p id=\"caption-attachment-9397\" class=\"wp-caption-text\">Source: PressTV.com Feb. 15, 2019<\/p><\/div>\n<p>&nbsp;<\/p>\n<p>Apparently, he was the only person fired that day. From my research and experience, I know that many HR actions and\/or policies that have a negative impact on employees are known predictors of insider threat. Many HR actions and policies that are far less serious than termination are associated with insider threats.<\/p>\n<p>Once again, this incident was not an external or technical problem, it was something that originated within an organization that appears to be linked to HR and\/or human behaviour (i.e., psychology).<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><a href=\"https:\/\/www.bbc.co.uk\/news\/amp\/technology-47253869\" target=\"_blank\" rel=\"noopener noreferrer\">BBC Tech Correspondent Rory Cellan-Jones<\/a> says it well \u201cif protecting your vital information depends on making humans more sensible rather than using all sorts of whizzbang technology, wouldn&#8217;t it be better to hire psychologists rather than cyber-security companies?
